First step of content moderation (#20). A record format in divan-data for content edited or created in Divan (marked as Divan's, with last editor and time); export_divan.py and the app import keep Divan-owned records and never overwrite them from Wikisource; the dictionary sync does the same for Divan dictionary entries; upstream changes to Divan-owned records are recorded for the upstream changes queue (#36). Acceptance: an edited record survives a full sync.

Done for works and order: published works are written to divan-data/divan/.dtx/.json and arrangements to .order (divan #53, #56, #61); the export prefers them over Wikisource (divan-data #1, #2), so an edited work or order survives a full sync. Divan-owned dictionary entries continue in #35 (dictionary editor), upstream changes in #36. Closing.
