Admin-only area, after accounts (#18).

  • Users: list and search; reset a user's password on their request (no email server yet); disable/enable; delete with their data.
  • Permissions (IAM) (owner direction, 2026-10-08): admins create moderators and grant them scoped permissions:
    • scope: all poets, chosen poets, or chosen books/works of a poet;
    • content types: poets, books/categories, works, dictionary entries;
    • actions: create, edit, delete, arrange (manage);
    • level: L2 moderator (junior) or L1 moderator (senior); admins publish.
      Grants can be changed or revoked at any time; a moderator sees only what they are granted.
  • Audit log of admin and moderator actions (who did what, when).
  • First admin created from the server (CLI/env), not through public sign-up.

The permission model itself (levels, grants, checks) is built in #29; the approval pipeline that uses it is #31 (part of #20).
