Scope: Document and/or automate re-running the public-data import (it only adds missing items).

Acceptance criteria: New works appear in the app after a sync.

Automated validation: Import job completes.

Manual validation: Check a newly added work on the site.

Dependencies or blockers: none

Done: deploy/sync.sh re-imports divan-data into PostgreSQL after every daily sync (upserts), and also syncs the Wiktionary dictionary.
