Scope: Owner starts a Docker act_runner (label ubuntu-latest) on the server; verify divan-data sync workflow.

Acceptance criteria: One scheduled or push-triggered run passes and commits only on data change.

Automated validation: Workflow run log.

Manual validation: Owner checks Actions tab.

Dependencies or blockers: owner action on the server (agent does not deploy)

Closing as a duplicate of #22. The daily sync now runs as deploy/sync.sh (cron on the server), so the Gitea Actions runner is no longer needed for it. Bringing it online, if still wanted, goes with the deployment work in #22.
