Scope: Port PictureFileService from System.Drawing (Windows-only) to SkiaSharp; import Commons portraits during data import.

Acceptance criteria: Portraits display; admin photo upload works on Linux.

Automated validation: Build; upload test.

Manual validation: Visual check.

Dependencies or blockers: none

Closing as obsolete. The scope is from the .NET version (porting PictureFileService to SkiaSharp), which no longer exists. Poet photos are hidden by owner choice. If portraits come back, open a new issue for v2: Commons images through the file store, as for e-book covers.
