Owner request: how to use the site's features, across the site.

«استعمال کا طریقہ» (/help) now has three parts:

Readers (everyone): the existing cards, plus accounts (sign-up, profile, deleting the account) and tag:عشق / ٹیگ:عشق in search.
Moderators (shown to L2, L1 and admins): the review steps (L2 → L1 → admin, public name in divan-data, the queue and activity log); editing a work (editor and source views, docked keyboard, couplet markers, summary, unchanged drafts not kept); history, compare and revert; arranging; tags; e-books (formats, details, cover, rights); home page sections.
Admins (shown to admins only): users and roles, suspending and temporary passwords, permissions (scope, content, actions), statistics.

When more than one part is shown, links at the top jump between them. Card headings are now h3 under each part's h2.
The writing rules stay in «رہنمائی» (/mod/guide), linked from the editing card.

The moderator cards describe history, compare and revert (#98) and the admin cards describe statistics (#99): best merged together with those.

Checked locally: a reader sees one part; an admin sees all three, with the links at the top.
